Our mission is to achieve equity, political rights, and social inclusion by advancing policies and practices that expand human and civil rights, eliminate discrimination, and accelerate the well-being, education, and economic security of Black people and all persons of color.

NAACP Strategy Refresh 2022 to 2027

In 2021, we launched our ambition to build a new foundation for the future of the Association. Key elements of this plan included:

  • refreshed Mission, Vision, and Values statements
  • adoption of a Theory of Change clarifying our community aspirations
  • commitment to progress in five core issue areas
  • defining our ‘DNA’—the purpose that grounds our work
  • new goals set by our President and CEO

The new strategies guide our efforts and expand on the Association’s historic work; launch four new Centers of Innovation; and articulate three cross-cutting approaches: racial equity, civic engagement and supportive policies and institutions.

Our journey is not about starting over but building on our legacy.

We see hope for the future through this new strategic approach.

NAACP Fredericksburg Branch Objectives

The purpose and aims of Branches of the NAACP shall be to:

  1. Improve the political, educational, social, and economic status of African Americans and other racial and ethnic minorities;
  2. Eliminate racial prejudice;
  3. Keep the public aware of the adverse effects of discrimination;
  4. Take lawful action to secure the elimination of racial discrimination;
  5. Seek legislation and policies at the local level, or at other levels if requested by the State/State Area Conference or National Office, which advance the programs and policies of the Association; and
  6. Oppose legislation and policies which are adverse to the programs and policies of the Association consistent with the efforts of the national organization and in conformity with the Articles of Incorporation of the Association, its Constitution and Bylaws, and as directed by the Board of Directors

The Communications, Press, and Publicity Committee plays a vital role in shaping the public image of the branch and promoting its mission and activities.

Objectives:

  1. Promote the NAACP’s Work
    Publicize the activities, initiatives, and accomplishments of the local branch to members, media outlets, and the wider community.
  2. Manage Media Relations
    Develop and maintain positive relationships with local media to ensure accurate and frequent coverage of the branch’s programs, events, and advocacy efforts.
  3. Create Public Awareness
    Use various communication channels (press releases, newsletters, social media, etc.) to educate the public about civil rights issues and the NAACP’s role in addressing them.
  4. Develop a Consistent Message
    Ensure all public communications align with the national NAACP messaging and reflect the branch’s goals, values, and mission.
  5. Coordinate Press Coverage
    Organize press conferences, media briefings, and interviews for key events and announcements to maximize visibility.
  6. Produce Communication Materials
    Create brochures, flyers, newsletters, website content, social media posts, and other materials to promote events and initiatives.
  7. Support Internal Communications
    Keep members informed about meetings, campaigns, and opportunities for involvement through clear and timely communication.
  8. Utilize Digital & Social Media
    Expand the branch’s reach through active engagement on social media platforms and the maintenance of an up-to-date website.
  9. Promote Transparency and Engagement
    Foster trust and openness by keeping the community informed and encouraging public involvement in the branch’s work.
 

The Education Committee plays a key role in advancing educational equity and access.

 Objectives

  1. Eliminate Disparities in Education
    Work to eliminate racial disparities in education, especially those affecting African American and other marginalized students in areas like academic achievement, discipline, access to advanced coursework, and graduation rates.  Governor is banning such actin schools.
  2. Promote High-Quality Public Education
    Advocate for equitable funding and resources for public schools to ensure all students receive a high-quality education regardless of their zip code.  Fredericksburg  schools currently benefit favorably from such funding. 
  3. Support Culturally Relevant Curriculum
    Encourage the implementation of inclusive and culturally relevant curricula that reflect the history, contributions, and perspectives of African Americans and other historically marginalized groups.  Governor has banned such instruction. 
  4. Monitor Local Education Policies
    Stay informed about and influence local school district policies, decisions, and practices to promote equity and prevent discrimination.  Governs banned. 
  5. Advocate for College and Career Readiness
    Support programs and policies that prepare students for post-secondary education, vocational training, and successful careers.  Can do in partners with The Partnership 
  6. Increase Parental and Community Engagement
    Promote active involvement of parents, families, and communities in education, empowering them to advocate for their children’s needs.  Can do.
  7. Combat the School-to-Prison Pipeline
    Challenge practices that disproportionately push students of color out of schools and into the criminal justice system, including harsh disciplinary policies.  ??? How
  8. Promote Teacher Diversity and Development
    Support recruitment, retention, and professional development of diverse and culturally competent educators.  Doing now trough iteach and career switcher programs 

The Environmental and Climate Justice Committee (ECJ) addresses how environmental issues disproportionately affect communities of color and low-income communities. The committee works to ensure these communities are empowered, protected, and involved in shaping a sustainable future.

 Objectives:

  1. Combat Environmental Injustice
    Advocate for the elimination of environmental hazards and toxic exposures in African American and marginalized communities (e.g., pollution, contaminated water, industrial waste).
  1. Address Climate Change Impacts
    Raise awareness and take action on how climate change disproportionately affects communities of color, especially during extreme weather events, food insecurity, and displacement.
  2. Promote Clean Energy & Sustainability
    Support clean, renewable energy solutions and push for policies that transition communities away from harmful fossil fuels while creating green jobs and economic opportunities.
  3. Ensure Equitable Disaster Relief
    Advocate for fair and timely disaster preparedness, response, and recovery efforts in vulnerable communities impacted by natural disasters and climate events.
  4. Educate the Community
    Provide public education about environmental health risks, climate change, energy justice, and how to get involved in environmental decision-making.
  5. Influence Environmental Policy
    Monitor and engage with environmental legislation and regulatory processes at the local, state, and federal levels to ensure equity is at the forefront.
  6. Build Community Resilience
    Support initiatives that strengthen community infrastructure, health, and emergency readiness in the face of environmental challenges.
  7. Promote Environmental Justice Leadership
    Encourage and empower local leaders, especially youth and grassroots activists, to take part in environmental advocacy and justice work.

The Health Committee works to address health disparities and promote wellness in African American and underserved communities.

 Objectives:

  1. Eliminate Health Disparities
    Advocate for equitable access to quality healthcare for African Americans and other historically marginalized communities.
  2. Promote Health Education & Awareness
    Provide the community with information and resources on major health issues (e.g., heart disease, diabetes, mental health, cancer) through workshops, health fairs, and public outreach.
  3. Advocate for Public Health Policies
    Support and influence policies at the local, state, and national level that aim to reduce health disparities and improve overall public health.
  4. Encourage Healthy Lifestyles
    Promote wellness through education on nutrition, physical activity, preventive care, and chronic disease management.
  5. Address Environmental Health Concerns
    Work to eliminate environmental injustices that disproportionately affect communities of color (e.g., pollution, unsafe housing, lack of clean water).
  6. Support Mental Health Initiatives
    Raise awareness about mental health and reduce stigma, while promoting access to culturally competent mental health care and support services.
  7. Build Partnerships with Health Organizations
    Collaborate with local health departments, hospitals, clinics, and other organizations to expand access to services and programs.
  8. Engage the Community in Health Advocacy
    Empower individuals and communities to speak up for their health rights and needs through education and grassroots organizing.

The Housing Committee focuses on ensuring fair, affordable, and equitable housing for African Americans and other underserved communities. The committee works to combat housing discrimination, advocate for policy reform, and support community development.

 Objectives:

  1. Fight Housing Discrimination
    Investigate and address discriminatory practices in renting, buying, lending, zoning, and insurance, in violation of fair housing laws.
  1. Promote Fair and Affordable Housing
    Advocate for policies and programs that ensure access to safe, decent, and affordable housing for all, especially in historically marginalized communities.
  2. Support Inclusive Housing Development
    Encourage the development of mixed-income and racially inclusive neighborhoods, opposing segregationist practices in urban planning and real estate.
  3. Educate the Community on Housing Rights
    Inform individuals about their housing rights under the Fair Housing Act and other relevant laws through workshops, outreach, and materials.
  4. Prevent Displacement and Gentrification
    Monitor and challenge practices that lead to the displacement of long-term residents, especially in rapidly developing urban areas.
  5. Advocate for Equitable Homeownership Opportunities
    Support access to fair mortgage lending, credit, and homebuyer education, especially for first-time and minority buyers.
  6. Engage with Local Housing Agencies and Officials
    Collaborate with public housing authorities, city planners, developers, and community organizations to influence housing policy and planning.
  7. Monitor Public Housing Conditions and Policies
    Ensure public and subsidized housing is safe, well-maintained, and managed equitably, and advocate for tenants’ rights and protections.
  8. Empower Renters and Homeowners
    Help community members build housing stability and generational wealth through access to resources, education, and legal support.

The Legal Redress Committee is one of the most critical components of the organization, focusing on protecting civil rights through legal advocacy and action.

 Objectives:

  1. Investigate Civil Rights Complaints
    Receive, document, and investigate complaints of discrimination or violations of civil rights in areas such as housing, education, employment, law enforcement, and public accommodations.
  1. Assist with Legal Resources
    Refer individuals to appropriate legal counsel or resources when necessary—especially in cases involving potential civil rights violations.
  2. Monitor Legal and Judicial Developments
    Stay informed about local, state, and federal laws, court decisions, and policies that impact civil rights and social justice.
  3. Report on Civil Rights Issues
    Provide regular reports to the branch on civil rights complaints, legal trends, and actions taken on behalf of the community.
  4. Collaborate with the National NAACP Legal Department
    Work in coordination with the National NAACP’s legal team to ensure consistent, effective responses to civil rights issues and cases.
  5. Educate the Community on Legal Rights
    Conduct workshops, forums, and outreach to inform the public about their legal rights and how to respond to discrimination or injustice.
  6. Advocate for Fair Treatment and Justice
    Serve as a watchdog for civil and human rights in the community, advocating for systemic reforms in policing, criminal justice, housing, and other critical areas.
  7. Support Branch Legal Efforts
    Provide legal insight and support to the branch in its advocacy efforts, campaigns, and public policy initiatives.

The Membership Committee plays a foundational role in sustaining and growing the organization by engaging individuals in its mission.

Objectives:

  1. Recruit New Members
    Actively recruit individuals to join the NAACP, with a focus on growing a diverse and engaged membership base.
  2. Retain and Renew Memberships
    Develop strategies to retain current members and encourage timely membership renewals through engagement and communication.
  3. Promote Membership Engagement
    Involve members in branch activities, programs, and advocacy efforts to keep them informed, connected, and inspired.
  4. Organize Membership Drives
    Plan and execute campaigns, events, and outreach efforts to increase membership at the local level.
  5. Track and Manage Membership Records
    Maintain accurate and up-to-date membership information, working with the national office as needed.
  6. Support Fundraising Through Membership
    Promote membership as a way to support the mission of the NAACP financially, particularly through life memberships and annual renewals.
  7. Educate About Membership Benefits
    Inform prospective and current members about the value and impact of being part of the NAACP, including how their support advances civil rights work.
  8. Foster a Welcoming Environment
    Ensure new and existing members feel welcomed, valued, and empowered to participate in the work of the branch.

The Political Action Committee (PAC) is dedicated to ensuring that the political process is accessible, equitable, and representative of African American and marginalized communities.

 Objectives:

  1. Promote Voter Registration & Participation
    Lead initiatives to register voters, encourage voter turnout, and reduce barriers to voting, especially in underrepresented communities.
  2. Educate the Community on Political Issues
    Provide nonpartisan information about key political issues, legislation, ballot measures, and candidates’ positions—especially as they relate to civil rights and social justice.
  3. Monitor Legislative and Policy Developments
    Keep the branch and community informed about proposed laws and policies at the local, state, and national level that affect civil and human rights.
  4. Advocate for Civil Rights Legislation
    Support and promote laws and policies that align with the NAACP’s mission to eliminate racial discrimination and promote social justice.
  5. Engage with Elected Officials
    Build relationships with public officials and hold them accountable to the needs and interests of the community through advocacy, dialogue, and public pressure when necessary.
  6. Mobilize the Community for Civic Action
    Organize town halls, candidate forums, letter-writing campaigns, rallies, and other civic engagement activities to empower the public and influence policy.
  7. Oppose Discriminatory Policies and Practices
    Take a stand against laws or government actions that suppress voting rights or perpetuate racial injustice and inequality.
  8. Encourage Youth Civic Engagement
    Involve young people in political action, educating them on the importance of voting and how to engage in the political process effectively.

The Freedom Fund Committee shall plan and conduct fundraising activities, entertainment, and other projects for local and national purposes within the scope of the Association’s program. It shall work closely with the Finance Committee.
